Swansea Town Hall is an agency of the City of Toronto, and is undergoing quite a regeneration with a new wing that will also have a patio, see image above.

Text in italic below from city site.

Swansea Town Hall was the Municipal Building of the former Village of Swansea. The City ran the building as a Recreation Centre up until approximately 1989. In 1992 Toronto Council appointed a Board of Management to run the Historic building as a Community Centre and substantially renovated it to meet modern standards. This Local Board is responsible for the Buildings daily operations and upkeep. It is one of only ten centres in the City run by the local community.

Below are construction photos taken Tuesday August 7th 2012, sorry about the quality, they were taken as dusk ended and night came in which an iphone cannot deal with well.
