In recent months, as Lake Ontario has reached levels that had not been seen in decades, the smallest of the Great Lakes has had the look of a glass of water filled to the brim, ready to spill over from the slightest ripple. Recurring floods across the lake’s southern edge, making up most of New York State’s northern border, have damaged homes, shut down businesses and overwhelmed storm sewer systems.
