SUMMARY
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.
The purpose of this report is to obtain approval for the removal of the existing “No Parking, Anytime” regulation on the south side of Vine Avenue, east of McMurray Street. This proposed parking regulation amendment will provide additional parking spaces for area residents.
RECOMMENDATIONS
Transportation Services recommends that Etobicoke York Community Council:
1. Rescind the “No Parking, Anytime” regulation on the south side of Vine Avenue, between a point 73.2 meters east of McMurray Avenue and a point 45.7 metres further east.
Financial Impact
The estimated cost for amending the signs is $400.00. These funds are included within the Transportation Services 2016 Operating Budget.
ISSUE BACKGROUND
The Ward Councillor forwarded the results of an area survey she conducted related to several concerns that had been expressed by the community. The results of the survey indicated that a significant number of the respondents were in favour of allowing parking on the south side of Vine Avenue, in an area which parking is currently prohibited. As a result of the survey, the Ward Councillor has requested Transportation Services to review the feasibility of removing the “No Parking Anytime” prohibition from the south side of Vine Avenue between a point 73.2 metres east of McMurray Avenue and a point 45.7 metres further east. A map of the area is Attachment 1.

COMMENTS
Vine Avenue is 8.5 metres wide and classified as a “Local” roadway under the City of Toronto’s Road Classification System. This roadway has an urban cross-section (curb and gutter) with sidewalks on both sides of the street. The legal speed limit on Vine Avenue is 40 km/h. Currently parking is prohibited at all times on the north side of Vine Avenue. Parking is allowed on the south side of Vine Avenue between McMurray Avenue and Pacific Avenue subject to the City-wide three-hour maximum parking limit, with the exception of subject 45.7 metre section which is located mid-block. Overnight parking is allowed by permit only on the south side of Vine Avenue.
Rescinding the “No Parking Anytime” prohibition on the south side of Vine Avenue from a point 73.2 metres east of McMurray Avenue and a point 45.7 metres further east will accommodate approximately seven vehicles which will be subject to the City-wide three- hour maximum parking limit. 

These changes will have no adverse effects on traffic operation on the street as there is sufficient road width for two-way traffic flow.
