Vine Avenue Holdings Limited, the owner of the properties municipally known as 108 and 162 Vine Avenue.

The current proposal requires the change from change from from Core Employment Areas to Mixed Use Areas and Parks to develop the property with more buildings and a tower right next to the park.

Standard change of use text is used in the application, copied in below.

The proposal is being brought forward on a land use basis only and does not seek to establish site-specific performance standards for future development. In this regard, no new buildings or building additions are proposed. Should the Official Plan Amendment application be approved, Zoning By-law Amendment and Site Plan Approval applications
would be necessary to advance a future development application.
