background, currently rent supplements are the key success factor in keeping marginalized low income people in housing and getting those without housing into housing. Unfortunately the low wages earned by many people do not allow the rental of apartments. The Toronto Transitional Housing Allowance Program is the key instrument used by the city to top up the rental amounts these people need, yet with the ever increasing rental rates in Toronto its funding levels does not meet the needs of those in a at risk housing situation or the unhoused.

 

The 2019 maximum rent allowed for rental assistance, three numbers were still being used in 2021. They are currently before the average rent for Toronto.
