Site Description and Surrounding Uses
The Site is located on the south side of St Clair Avenue West (Ave W) and is adjacent to the Canadian National Railway/Canadian Pacific Railway (CNR/CPR) corridor. It has a municipal address of 159 & 161-181 Mulock Ave and 6 Lloyd Ave, and is often referred to as “6 Lloyd”.
The Site has a land area of approximately 10,602 m2 and is irregularly shaped with approximate frontages of:
North – 55 metres on St Clair Ave W (a major arterial road);
East – 118 metres on the CNR/CPR;
West – 129 metres on Mulock Ave (a local road); and,
South – 80 metres on Lloyd Ave (a local road).
The Site was previously occupied by a three-storey Benjamin Moore paint facility and some residential dwellings that fronted on Mulock Ave. All of these buildings were demolished over a decade ago by the previous owner and the Site has remained vacant ever since.
The Site’s three adjacent public street edges (i.e. south, west and north frontages) contain public sidewalks. There are also some existing private trees along the north and west portions of the Site. A Record of Site Conditions was previously filed.
The uses and characteristics within the immediate context are highlighted below:
Non-residential uses in the form of retail, commercial, employment and industrial;
Low-rise residential uses interspersed;
Rear public lanes;
A public park across the street from the Site (Keele-Mulock Parkette) which is bisected by a public lane. The portion of the park on the west side of the lane contains a basketball court and the portion to the east of the lane contains a playground;
A large-scale fitness facility is located generally to the south;

(1) The Mixed-Use Building – This consists of a 4 to 17 storey mixed-use building (primarily residential) on the north portion of the Site which contains 555 residential units (43,736 m2). Ground floor retail space (1,131 m2) is proposed along St Clair Avenue West. The provision of residential bicycle parking (500 long term spaces and 56 short term spaces), 287 residential parking spaces, and 3 loading spaces (2 “Type C” and 1 “Type G”) will be provided on the Site. This is the scope of the Draft Plan of Condominium being submitted now;
(2) Non-Residential Building – An 8-storey non-residential building on the south portion of the Site containing office space (7,730 m2), community space (381 m2) and a small restaurant at grade (94 m2). The provision of bicycle parking (12 long term spaces and 15 short terms spaces), 66 visitor/commercial/office parking spaces residential bicycle parking (500 long term spaces and 56 short term spaces), 5 car-share parking spaces and 2 loading spaces (1 “Type B” and 1 “Type C”) will be provided on the Site. This will be subject to a separate Draft Plan of Condominium application; (3) Public Park – A large public park (868 m2) is proposed on the south-west portion of the Site. The conveyance of this parkland will be subject to another processl.
