The Toronto Stars article.

Reporting the detailed problems about West Toronto’s sewers in the 1st few years after the annexation of the West Toronto Juncton the Toronto Star newspaper provided very localized and important information to the community. The  sewers of West Toronto were in no capable of accepting the meat packers fluid waste in 1913. The Star reported the need to have the sewers “in proper condition before” before causing a resolution to be enforced “some of the sewers constructed by the old town of West Toronto are nothing more than elongated septic tanks” The article is presented below to provide a glimpse of the fine newspaper reporting of the paper on Junction community matters, and it also may give a indication of how much people were concerned personally about local matters during the period.

In passing the resolution instructing the Medical Officer of Health to issue an order to all proprietors of private abattoirs to disinfect the refuse that passes into the city sewers, the City Council finds itself confronted with a rather important situation so far as the abattoirs in West Toronto are concerned. It has been drawn to the attention of Dr. Hastings, M. H. O., that the city would do well to place the sewers of West Toronto in proper condition before enforcing such a rule as the alderman have passed. The fact has been laid bare that some of the sewers constructed by the old town of West Toronto are nothing more than elongated septic tanks, and that the city would have no reason to complain about the foul odors in that part of the city if the sewers were properly constructed.Dr. Hastings and Works Commissioner Harris have decided to make a thorough inspection of all the sewers of the city with a view to ascertaining the reason for the odors that are becoming so offensive. They expect that after they have made the inspection there will have to be some important improvements made in the construction of certain sewers.
