At a 1902 winter meeting of the Junction Town Council’s Executive, Chief of Police Royce presented a report on the “crap” joint on Keele street, located near police headquarters. The chief said he had been aware of the club for some time, but had not suspected any wrongdoing as the patrons were of respectable standing.
However, a few months ago, an anonymous letter was received alleging that the club was actually a gambling den. Despite surveillance, the police had been unable to gather enough evidence to take action. The situation changed following a shooting incident last Friday night, which prompted the chief to visit the club. To his surprise, the chief found that the room was simply furnished with an ordinary table, an old pool table, and a few chairs, and that the windows were screened with wrapping paper, not padded as some sensational newspaper reports had suggested.
